Splitting hierarchy I-D

Based on the discussion of hierarchy concepts in Atom on the atom-protocol list as well as others interested in hierarchical relations in Atom, we have split out the hierarchical navigation and representation portions from the original hierarchy I-D into a new I-D titled atom-hierarchy. This was done with the intention of achieving consensus on the Atom syntax to be used for parent/child like navigation separately from how such resources are manipulated.

We will continue to edit the new I-D to incorporate new feedback. Both text and HTML versions of this I-D are available.

Also, given the discussion about discovery of AtomPub collections on the atom-protocol list , it is useful to have a clear path to take as well as guidance about which mechanisms to use under certain conditions. Therefore, we feel that a new RFC is needed to clarify the way in which collections ought to be identified.

Some of the material for this RFC is taken from the existing hierarchy I-D. The idea is that the best practices for collection discovery are best kept separate from new stuff. 

We continue to edit the I-D to incorporate any feedback. Both text and HTMLversions of this I-D are available.

As a result of these two new submissions, the original hierarchy I-D is going to be significantly smaller in its scope. We will revise that I-D in the near future, in case you were wondering what would happen to it.

Both of these documents are much easier to read and understand compared to the old I-D.

I like the fact that you're consistent with the IANA link registry now that you're using rel="up".

Nice work: I'll provide an example of an implementation very soon.
